When you think of Zanzibar, white sandy beaches and historic Stone Town usually come to mind. But behind the scenes of this beautiful archipelago is a fascinating political story. At the center of it is Hussein Ali Mwinyi, the 8th and current President of Zanzibar, who has been steering the islands through economic shifts, anti-corruption crackdowns, and a major push for women's rights since 2020.
A member of the ruling Chama Cha Mapinduzi (CCM) party and the son of former Tanzanian President Ali Hassan Mwinyi, his presidency combines deep political roots with a modern, reform-heavy agenda.
Here is a breakdown of how President Mwinyi is reshaping Zanzibar.
🗳️ A High-Stakes Election (2020)
Mwinyi stepped onto the presidential stage in June 2020. To keep the ruling party's internal nominations transparent, the primary elections were broadcast live on TV. Mwinyi won a staggering 78.65% of his party's support, largely because delegates saw him as highly marketable to everyday voters.
When the general election arrived on October 28, 2020, the numbers spoke for themselves:
- 88% voter turnout across the islands.
- 76.27% of the vote went to Mwinyi, defeating 14 other candidates.
While the election was praised by local officials for its peaceful conduct, it wasn't without controversy. The opposition alleged irregularities, mirroring broader tensions in the simultaneous Tanzanian mainland elections. However, Mwinyi took office with a clear mandate to lead.
🛡️ The War on Corruption
On the campaign trail, Mwinyi sent a blunt warning to crooked politicians: "Public servants should be extremely intimidated because we are going to crackdown on corruption."
He backed up his words with action. Under his administration, the Zanzibar Anti-corruption and Economic Crimes Authority (ZAECA) has prosecuted 289 cases, saving hundreds of millions of dollars from embezzlement and money laundering. Proving his hands-on approach, Mwinyi became the very first president to physically visit the ZAECA offices since they were built in 2012.
🌊 Betting Big on the "Blue Economy"
Critics initially called Mwinyi’s economic plans unrealistic, but the numbers have proved them wrong, with Zanzibar seeing massive GDP growth spikes under his watch.
His signature economic move? The Blue Economy.
- He created Zanzibar's first-ever Ministry of Blue Economy and Fisheries to protect the vital seaweed industry from climate change.
- His government poured 149 billion Tanzanian shillings ($68 million USD) into modern fishing equipment.
- He expanded permits for thousands of small businesses, giving local entrepreneurs legal backing and the power to secure bank loans.
♀️ Championing Women’s Rights
President Mwinyi made history by becoming the first African state leader to join the UN's HeForShe alliance, earning him the title of HeForShe 2021 Champion by UN Women Tanzania.
His administration has actively supported the Wanawake Wanaweze ("Women Can") initiative to get more women into political leadership. On a legal front, he completely eliminated the possibility of bail for sexual offenses and has focused heavily on reducing maternal mortality and bringing clean water access directly to rural women.
🌏 The China Connection & The Mainland Union
Zanzibar’s global and domestic relationships have remained rock-solid under Mwinyi:
- China's $7.6 Billion Investment: China stands as Zanzibar's largest foreign investor. Beyond funding infrastructure, China has poured tens of millions into Zanzibari hospitals, donated COVID-19 vaccines, and sent medical teams that have treated over 100,000 local patients.
- The Tanzanian Mainland: While some groups push for Zanzibar's total independence, Mwinyi strongly advocates for keeping their union with mainland Tanzania. For Mwinyi, it’s about practical economics—noting that free-flowing trade between the mainland and the islands keeps food prices steady and businesses thriving.
👨👩👧👦 Personal Life
When he isn't running the archipelago, President Mwinyi keeps it low-key. He is married and is a proud father of four children.
